New Kent County is committed to ensuring the health and well-being of our citizens and staff, and wants to help our community as it deals with the coronavirus (COVID-19) pandemic. This page will provide updates from the County offices as often as possible to keep the public and our employees aware of decisions from County administration. Check back for updates.
New Kent County Announcements and Closures
- New Kent County Public Utilities is offering relief for customers requiring assistance to pay their past due water and sewer bills as a result of COVID-19. The funding for this program is provided by the State from CARES ACT funding. To qualify for this funding, customers must demonstrate an economic hardship which was directly related to COVID-19 AND have a past due water and/or sewer bill of 30 days or more. - If you are an individual or part of a group wanting to volunteer to help others in our community during this time, please reach out to the New Kent County Social Services Office. Also, if you or someone you know are in need of assistance obtaining basic needs due to the COVID-19 pandemic, please contact Social Services by the means below.
All County buildings are open to the public. Some exceptions are listed below. Customers who visit County buildings will be asked to complete a screening to include a temperature check, wear a face covering if you are not fully vaccinated.
Circuit Court Clerk’s Office - will conduct ALL transactions at the front window during normal operating hours (8:30 a.m. to 4:30 p.m., recording ends at 4:00 p.m.). Entry to the record room will be granted on a case-by-case basis with approval from the Clerk. Please use the land records computers in the lobby to conduct research.
General District Court Office – The General District Court continues to follow the guidance of the Supreme Court of Virginia, Circuit Court Judge, and the presiding Judge of this court regarding COVID-19 procedures. Based on our instructions, members of the public may expect the following:
- If you have been ill, have been exposed to COVID-19, or live with someone who has been exposed to COVID-19, call the Clerk’s Office at 804-966-9530 before your scheduled Court date.
- The number of people in the courtroom at any one time will be limited and social distancing required. Please plan to follow the directions of the Sheriff’s Office when you arrive at the courthouse.
- A mask or face covering will be required in the courthouse. Inappropriate, offensive or distracting face masks are not permitted.
- Space limitations may require that certain security screenings, paperwork or meetings occur outside. As well, the new safety procedures may result in a line or wait before entering the courtroom. Please arrive prepared for inclement weather.
- For now, only the parties, witnesses, attorneys, court reporters, interpreters, press and court watch groups are allowed in the courtroom. Spectators are not allowed.
Juvenile & Domestic Relations Court Office - Pursuant to the Supreme Court Order of May 6, 2020 and other subsequent orders, the New Kent Juvenile and Domestic Relations Court is transitioning to more routine operations.
As we make this transition, the following safety measures will be in place:
- Social distancing will be practiced and numbers of people permitted in the courtroom may be significantly limited.
- Pursuant to the attached orders of the Circuit Court, only parties to a suit or action and witnesses will be allowed in the courthouse for the hearing. Additional family members, people lending support, etc. will not be allowed in the courthouse at this time. Obviously, parents of minors who are parties or witnesses will be allowed to remain with their child.
- Cases will continue to be scheduled at staggered times. The New Kent Sheriff’s Office may stagger entry into the building according to the scheduled time of the case so that social distancing can be observed.
- Meeting space in the Courthouse is limited. Please meet with your client/attorney prior to the hearing, if possible.
- Please encourage your clients to appear close to their hearing time as they may not be allowed into the courthouse early to use the restroom, etc. Parties may be asked by the Sheriff’s Office to remain in their cars or outside until their case is called if the courtroom is at capacity.
- Paperwork will be provided to Court Appointed Counsel and GALs in court, when possible. If not provided on the court date, it will be emailed, faxed or mailed. Parties will not be allowed to view files on court dates. Please contact the clerk’s office to make arrangements to view files.
- Hearings may be conducted by video on the WebEx format upon written request and approval by the Court.
- Hearings may be conducted by telephone upon written request and approval by the Court.
- Continuances will continue to be granted, however, the parties must complete the Continuance Request Form.
9th District Court Services Unit (CSU) - in response to the COVID-19 pandemic, the following services are available (subject to change): Protective Order Petitions, Emergency Removal Petitions, and Civil Petitions (i.e., custody. paternity, support, etc.). Please call the main telephone number, (804) 966-9622, for assistance or to schedule an appointment.
We appreciate your patience and cooperation as we navigate these unique challenges and work to safely provide access to justice.
- DMV Select - is open by APPOINTMENT ONLY. Schedule an appointment at: https://v2.waitwhile.com/welcome/newkentcountycommiss or call 804-966-9610. NO WALK-INS.
- Fire-Rescue - any calls for service that are consistent with signs and symptoms of flu or coronavirus, will warrant our responders wearing extra personal protective equipment (PPE). It is imperative that if you call 911 for an emergency, that you inform the dispatcher if you believe you have these symptoms or have been exposed to anyone that may have these symptoms. Please be patient with our dispatchers as they go through their protocols for asking questions.
- Parks & Recreation - At this time, parks are open. Please remember that if you are sick - stay home, wash or sanitize your hands often, and use at your own risk.

- Schools - Please visit the NKCPS website concerning the 2021-2022 school year and Grab and Go Meals.
- Sheriff’s Office - attempting to limit “in-person” contact in light of the continuing issues surrounding the Coronavirus (COVID-19).The Sheriff’s Office will still respond to calls and conduct patrols yet residents will experience some non-emergency calls being handled by telephone.
These limitations include the following:
- The continued use of the COVID-19 screening questions prior to be allowed to enter the building for visitors, including vendors
- The continued use of universal precautions – social distancing, hand washing, cough/sneeze covering, etc.
- The wearing of facial protections in the public areas of the building, recommended but is not required at this point
- The limiting of the public to the public waiting area. If social distancing cannot be maintained visitors will need to wait outside, until the allowable space is available.
- The public waiting area shall be disinfected as needed by General Services personnel.
- The wearing of facial protections by members of this office and the public when meeting in the public waiting area, individual offices and conference rooms when meeting with non-office personnel is recommended but at this time not required
- We continue to ask that any requests for reports can be handled by telephone or email be addressed in that manner. These requests will be fulfilled and provided by email or U. S. Postal Service.
- For emergencies use 911, for non-emergency calls - residents will still call 804-966-9500.
To request copies of reports please call 804-966-9502, if there is no answer please leave your contact information and you will be contacted as soon as possible.
In most cases non-emergency calls where in person communications are not required, will be handled over the phone when possible. A law enforcement response will be addressed as needed or as requested by the complainant.
The New Kent Sheriff’s Office would like to thank the citizens of our great county for their cooperation with the changes related to the pandemic.
